CAC Meeting Minutes December 16th, 2025

MINUTES

Welcome (Chair Wong) – 5:41 pm

CAC stands for the Community Advisory Committee for Special Education, a volunteer group composed predominantly of parents of children with special needs who attend school within the Fresno Unified School District.  CAC is a group of parents, school personnel, and other community members who work together to ensure that children with special needs receive the best education available.  CAC meets once a month to provide parents with up-to-date information on issues that impact their children, the opportunity to communicate with district administrators, and the chance to connect with other parents.  CAC’s responsibilities include advising the policy and administrative entity of the district, Special Education Local Plan Area (SELPA), or county office, regarding the development, amendment, and review of the Local Plan.  The Local Plan describes the local policies, procedures and programs that are consistent with state laws, regulations and policies for Special Education.  Fresno Unified is required by law to have a CAC.

CAC Respect Agreement: to foster a respectful, inclusive and productive environment where all members feel valued and heard.

·       Respectful communication

o   Listen actively and without interruption.

o   Speak honestly, but with kindness and consideration.

o   Avoid sarcasm, personal attacks or dismissive language.

o   Endeavor to use person-first language.

·       Inclusivity and equity

o   Ensure all voices are heard, especially quieter ones.

o   Do not talk over one another.

o   Please keep comments to a three-minute maximum.  We will set a timer to ensure everyone gets a chance to speak.

o   Be mindful of cultural, gender and personal differences.

o   Avoid assumptions; ask when unsure.

·       Collaboration

o   Share ideas openly and welcome feedback.

o   Support others in their roles and responsibilities.

o   Resolve conflicts constructively and privately when possible.

·       Confidentiality and trust

o   When speaking of your concerns, please do not use your student’s name or the school location.  Please respect the confidentiality needs of your student.

o   Respect private conversations and sensitive information.

o   Build trust through transparency and consistency.

Old Business (Patrick Morrison & Secretary Aoki)

Class size is being monitored for grades TK-12 by fiscal and Human Resources.  There are no final numbers for the second semester.  There are 20 vacancies for teachers; in order to open up more classes, we need more teachers.  We especially look at class size during spring planning and fall leveling.

FUSD Transportation, and Zum, will be coming in February.  There has been an uptick in First Student routing from understaffing.  Service concerns have increased.  We are now meeting with First Student every week.

Constituent Services will also be coming in January or February.

We will also have a presentation on the levels of support in the system and follow-up.

All comments the CAC received last month have been submitted through “Let’s Talk.”  For those who left comments, please make sure to check your email – especially the Junk/Spam Folder – and/or voicemail as you may receive correspondence from the district if you left your contact information.

Concerning Special Education staff contact information, the CAC handed out the RIM (Regional Instructional Manager) Assignments and Special Education Program Placement at our first meeting in August.  We will be handing out revised versions tonight so please include them in your docubinder.  However, because this information is subject to change, the district website will have the most current information.  Both documents handed out tonight can be found on the Special Education Department website: https://www.fresnounified.org/departments/special-education.

We are addressing the bus Wi-Fi issue with the Transportation Department. 

We also confirmed with Transportation that the students currently riding in a First Student van will be riding on the Zūm buses.

DocuBinders (presented by CAC Executive Board)

Binders were handed out to all CAC members in attendance.  Binders included a blue pen; suggested to sign with blue ink in order to tell an original signature from a copy.  Binder handout contained:

·       Title page with place to add student’s name

·       Spine title for various-sized binders

·       Table of Contents

·       Health Section

o   Medical – Collect medical information about your child.

§  Request reports from child’s doctor, hospital, or other medical professionals like doctor’s visits, surgery, labs, x-rays, vision and hearing results.

§  Add a Physician and Medical Flow Sheet to fill in after each doctor or medical appointment.

§  Add a Medication Flow Sheet to record current and new medications for your child.  List names, times, dosages, etc. for medications.  Note the pharmacy you use.

§  Add a Hospital Flow Sheet to list dates and reasons for hospitalizations.

§  For females, add menstrual cycles.

o   Insurance – A centralized place to record your child’s insurance information.

§  List names, addresses, insurance group and policy numbers, prescription vin numbers, etc.

o   Growth and Immunization Charts – Maintain updated health information.

§  Add a Growth Chart to record weight and height changes.

§  Add Immunization Records to record child’s current and upcoming immunizations.

§  Add a Nutritional Flow Chart to record changes in diet.

o   Therapy – Compile physical, occupational, speech, behavioral, mobility and adaptive physical education reports. This section may not apply to all families as not all children require therapy.

§  Request reports from therapists – typically available on monthly, quarterly or semi-annual basis.

o   Resources – Provide names of agencies and organizations that assist families that have children with special needs.

Make sure to clear necessary absences with a doctor’s note, dentist’s note, etc.

For excessive absences, you can be SARBed (School Attendance Review Board) or called to court for not sending your child to school.

Educational Partners Forum

Julie W. – Welcome to the Educational Partners Forum.  This is the time to share any successes, good things, or not so good things that have happened with your students.  Please be aware that we limit comments or questions to three minutes to ensure that everyone has a chance to speak if they want. We use a timer so please do not take it personally if you hear the timer beep.  We do not respond to all concerns during the Educational Partners Forum.  For those we don’t address, we will try to find the right person for you to talk to after the meeting. We can also help you submit any questions that cannot be answered here to “Let’s Talk” on the district website.

Bobette S. – For Winter Camps, how do you get support to students?  There is no information in the booklets.  Camps seem inaccessible for some students.  It would help getting confirmation that there is support.

Ruth R. – What are “Rights and Responsibilities”?

Answer – They are given out at every IEP and can also be found on the FUSD website.

America C. – Parent Forum

Mike F. – We held a parent forum for interactions of parents in the district and to structure how information is coming out.

Julie W. – Thanks to the CAC Executive Board for putting together the binders.

Cara F. – Special Olympics has a floor hockey team.  It’s been fun.  We went to Pleasanton for regionals.  We got silver.
