Initial ELPAC

The Initial English Language Proficiency Assessments for California, or Initial ELPAC, is a test that helps schools understand a student’s English language skills. It is used to determine whether a student may need additional support in the classroom while learning English.

The test looks at four areas of English language development:

Listening, Speaking, Reading, and Writing

Students take the Initial ELPAC when their enrollment information indicated a primary language other than English. The results help determine whether the student should be identified as an English learner and receive English language development support.

Students take the Initial ELPAC so teachers and schools can better understand the student’s English skills and know what support may be needed. The results give teachers information about the student’s strengths and areas for growth in listening, speaking, reading, and writing.

Students are given the Initial ELPAC within 30 days of first enrolling in a California school. Your child’s school will provide more information about when the assessment will be given.

The Initial ELPAC is an untimed test taken on a computer. Support is available for students who need help using the computer.

For students in kindergarten through grade 2, the test is given one-on-one. For students in grades 3–12, most parts of the test may be given in small groups, while the speaking portion is given one-on-one.
