Community Advisory Committee for Special Education
The next meeting of the Community Advisory Committee for Special Education will be on April 19, 2010, 6:00 pm at Fresno High School in the Library, 1839 Echo Avenue. This is an opportunity for parents to hear about programs for students with special needs, talk with District personnel, and network with other parents. If you need translation services or have questions, please call the Special Education Office at 457-3226. We hope to see you there.

Introduction to Special Education
All special education students are general education students, first.  It is the philosophy of Fresno Unified that all children, including those with special needs, have a great capacity to learn. They also have individual, unique ways of developing and mastering skills. As parents and educators, our challenge is to understand children's learning needs and to use a variety of strategies to help each of them acquire knowledge and skills. The Individuals with Disabilities Education Act (IDEA) underscores these principals and the importance of all children being given challenging educational opportunities.

Fresno Unified School District provides a wide range of services and programs to meet the needs of students eligible for Special Education services. Most services are provided for qualified students at home schools in collaboration with general education programs. However, some services and programs are only available at specified schools throughout the District and may require enrollment at a designated site.

Parents who suspect that their child may struggle with learning or require additional support should discuss concerns with their child's teacher(s) and request a referral to the student Study Team. If the child continues to exhibit difficulties after exhausting services and modifications in the regular education program, parents may want to request an assessment to determine eligibility for special education services.

Assessments are completed by qualified staff.  An Individualized Educational Planning  (IEP) team that includes parents will meet to review the assessment information, determine eligibility, the services needed, and develop appropriate educational goals and objectives. The Individualized Educational Plan (IEP) is reviewed annually, or more often, if necessary.

It is our goal to continue to improve the quality of services provided to our students with special needs.  I encourage you to stay involved with your child’s education.  Attend school and district events to learn about the educational programs, activities, workshops, and support systems available to you and your family.  Do not hesitate to contact your child's school with questions or concerns regarding programs, support systems, and available opportunities for learning.  Our website will continue to provide resources and links to assist students, parents, and the community.

Instructional Philosophy

The Fresno Unified School District believes in, and is committed to, a unified system of instruction where all students with unique combinations of abilities and educational needs receive a variety of services designed to meet individual outcomes. General education classrooms can meet the needs of most students in their neighborhood schools when strengthened and supported by specially trained personnel. A flexible system of support is an essential component for meeting the needs of special education students. These services may look different at each school.
Inclusion is an attitude that fully accepts all children in their schools and communities, and that welcomes full participation of parents of children with disabilities in schools and school reform efforts, and that fully includes adults with disabilities in all aspects of life and areas of civic responsibility. It is a legal right, not a privilege. Thus, a supported inclusive education option must be available to all children with special needs who can best be served within the general education classrooms.

Special Education Staff have the responsibility of determining eligibility of students and, along with parent participation, making placements into or out of special education programs. Once students are identified and placed, the ultimate goal of special education programs and services is to remediate learning difficulties and provide coping mechanisms for students to be successful in regular or special education programs. This is accomplished by providing the most appropriate and effective programs possible. The role of the Special Education Department is to provide the support services to all schools for the purpose of achieving this goal.
