Fresno Unified School District Facility Master Plan: Task Outline

 

The following tasks are not driven by time nor the sequencing as described below. Actions taken may vary from the order described below, and some tasks may be completed concurrently.

 

Task 1.0 Project Initiation / On Going Bi-Monthly Meetings

 

Objectives:

  • To identify goals and objectives of the FMP
  • To establish a final work plan and schedule
  • To ensure effective communication throughout the project
  • To create and recommend a preliminary list of fast-track project(s)
  • To confirm Monthly meetings of the FAAC, and to acknowledge the Board monthly meetings, these maybe considered “progress report” meetings

 

Task 2.0 Determine Educational Program Vision

 

Objectives:

  • To establish a vision for Fresno Public School facilities that embraces world class educational trends
  • To establish a vision that is based “beyond the 21st century” education trends
  • To establish a vision that promotes student success
  • To provide a framework for developing facility recommendations based on a comprehensive District vision
  • To utilize a process that actively engages key decision-makers in the development of the vision

 

Task 3.0 Development/Update of District Educational Program/Facility Standards

 

Objectives:

  • To incorporate the results of the visioning activities from task 2, and to develop district wide educational program standards
  • To develop educational program standards which define facility needs for a world class educational system
  • To develop and define a set of simple and easily used facility program standards which reflect world class standards and that match local district needs

 

Task 4.0 Demographic Analysis and Trends

 

Objectives:

  • To develop enrollment projections, this then can be used to determine balanced utilization
  • To analyze the current attendance boundaries and future “modeled” boundary areas
  • To analyze the demographic patterns of the general county population developments and trends
  • To verify the capacity of all schools at each level
  • To analyze current student retention and determine facility changes that can be made to improve overall student success

 

Task 5.0 Site Needs Assessments

 

Objective:

  • To analyze existing data, complete “critical” assessments and to provide a comprehensive report that summarizes the physical condition of each facility with an FNI for use in determining current and future uses of the facilities.

 

Task 6.0 Develop Alternative Solutions/Standards and Goals

 

Objectives:

  • To provide a framework for developing facility recommendations based on the mission, goals and objectives of Fresno USD
  • To review the current and proposed educational programs and relate them to facility implications
  • To determine alternatives for meeting the program needs of the district

 

Task 7.0 Financial Analysis and Implementation

 

Objective:

  • To create a comprehensive set of research based funding options to accomplish the goals and objectives of the FMP

 

Task 8.0 Prioritization and Implementation Plan

 

Objective:

  • To deliver a successful FMP process, a realistic implementation plan with goals and timelines
  • As the final chapter of the FMP, the implementation plan must be brought forward and presented to the school board as part of the conclusions of the FAAC and the district staff recommendations
  • The FAAC and district staff needs to support the recommendations with either a continuation of the FAAC or the formation of an implementation committee

 

Task 9.0 Evaluation Plan (Sustainability of the FMP)

 

The FMP will be defined as a “living document” developed in the community and supported by the community. However, change is inevitable and predicting ten years into the FUSD future is basically impossible. An evaluation plan is typically completed as part of the final planning step. This task will establish the base line criteria in which the plan will be assessed and the time periods for the assessments.

 

The evaluation plan is also a good way to bring the community up to date with changes in the district or in the pedagogy.

 

Task 10.0 Community Engagement

 

Objectives:

  • To seek public input for the development of a framework for developing facility recommendations
  • To identify the major issues to be included in public input sessions
  • To actively involve and engage the public in a discussion of major facility issues facing Fresno USD
  • To create a “template” of public involvement that can be used in future informational meetings

 

Task 11.0 Board of Education Workshops

 

Objectives:

  • To provide the board with the information necessary to fully understand the master plan strategies
  • To provide the board with the opportunity for input
  • To gauge the response of the community and stakeholders to the FMP
  • To develop strategies to address the public response of the FMP

 

Task 12.0 Final Report

 

Objective:

  • A comprehensive presentation to disseminate the information pertaining to the FMP
