Why did the IT Department home page change? 

Two main reasons:

(1) The previous page didn't support versioning. Versioning is good.

(2) The previous page is too cluttered, containing a mix of content, and links to content. (Opinion: the home page of the department should be more of a 'table of contents' rather than having too much content itself.)

How should design changes be decided upon from now on?

If we follow the Wikipedia convention, by concensus. If people change the content or layout, and add versioning comments when they check in their version and publish it, and also describe their changes and the reasons for the changes here, then we can vote and arrive at a better design.

Alternatively, this page could be designed by fiat.
